The Sultanate of Oman’s Advanced Air Mobility from Strategic Vision to Phased Implementation
The Sultanate of Oman continues to strengthen its vision for the future of aviation through the adoption of Advanced Air Mobility (AAM) technologies, in alignment with the objectives of Oman Vision 2040 and the National Aviation Strategy 2040. This approach supports innovation, sustainability, and enhanced efficiency within the air transport ecosystem.
The (AAM) considered one of the most innovative developments in the aviation industry. It relies on advanced aircraft, including electric aircraft and unmanned aerial vehicles (UAVs), to provide flexible air transportation solutions that support logistics, healthcare, and humanitarian services, while contributing to reduced emissions and more efficient use of airspace.
A Practical Demonstration within a Gradual Empowerment Framework
In this context the Sultanate of Oman recently implemented a practical air cargo trial using an unmanned aerial vehicle (drone). During the operation, a shipment of medicines and medical supplies weighing 100 kilograms was transported from the Military Technological College in Muscat to Al Jabal Al Akhdar, covering a distance of nearly 100 kilometers.
This trial represents a promising practical model for the application of Advanced Air Mobility in supporting supply chains, particularly in areas with unique geographical characteristics, within a controlled operational environment and under clearly defined regulatory frameworks.
In the same context, Rawya bint Nasser Al Adawi, Director General of Civil Aviation Regulation, stated that the Civil Aviation Authority (CAA) carries out its regulatory and supervisory role through the issuance of the necessary licenses, oversight of trial operations, development of the relevant legislative frameworks and regulatory policies, and ensuring compliance with approved safety and security requirements. The operational, technical, and implementation aspects related to projects and pilot initiatives, however, are undertaken by the competent entities concerned, each within its respective area of responsibility.
A National Program under the National Aviation Strategy 2040
She emphasized that, in line with the objectives of Oman Vision 2040 to build an innovation- and technology-driven economy, and within the framework of implementing the National Aviation Strategy 2040, the Advanced Air Mobility (AAM) Program has been identified as one of the priority initiatives.
At the same time, she explained that the program encompasses three main pillars: developing the regulatory and legislative framework for Advanced Air Mobility in the Sultanate of Oman, designing and activating an air traffic management platform for unmanned aircraft systems (UAS), and enabling the gradual implementation of Advanced Air Mobility within a safe and controlled testing environment.
She further noted that the program aims to establish an integrated ecosystem for unmanned aircraft and related technologies, enhance the sector’s readiness to keep pace with global developments, and create an enabling environment for investment and innovation, thereby strengthening the Sultanate of Oman’s regional competitiveness.
Alignment with International Trends
Al Adawiya further emphasized that the adoption of Advanced Air Mobility (AAM) in the Sultanate of Oman is fully aligned with global trends spearheaded by the International Civil Aviation Organization (ICAO) to enable innovative, safe, and sustainable air transportation systems.
She reaffirmed Oman’s commitment to implementing internationally recognized standards and recommended practices, ensuring the effective integration of these technologies into the existing civil aviation ecosystem while maintaining the highest levels of safety, security, and airspace efficiency.
A Strategic Vision Moving Toward Phased Implementation
Advanced Air Mobility presents a promising strategic opportunity to develop smart transportation solutions that serve healthcare, logistics, and public service sectors while supporting the optimal use of airspace.
