FAQ

Air Transport Department

The Ministry of Tourism is responsible for handling complaints against travel agencies.

The passenger must first present his complaints in writing to the airline company. The airline company should then provide a written response to the complainant within 30 days, If the complaint is not resolved to the satisfaction of the complainant, then it can be referred to the Civil Aviation Authority (CAA).

  • A written Letter of Complaint to the Director of Air Transport Department, which includes a detailed account of your complaint and the airline’s shortcomings.
  • A copy of the complaint submitted to the airline company and all the related supporting documents (airline tickets, bookings, pictures of missing goods, etc).

Requirements for the Aviation Obstacles Control Office (Airport Safety Service)

  • A written letter addressed to the Director of the Airports Safety Department at the Civil Aviation Authority, requesting the approval for the height of the proposed building. The letter must include the purpose for which the building will be used and must be submitted by the plot owner or by his official representative.
  • A Copy of plot owner(s) identity card(s).
  • A Copy of plot ownership.
  • A Copy of the plot’s cadastral scan, with coordinates and the type of system used.
  • A blueprint approved and stamped by the project consultant in an A3 paper, specifying the height of the building, the total area of construction, and the purpose of the building.

Note: Fees apply as per Ministerial Decree No. 50- 2016.

  • A Billboard Application issued by Muscat Municipality, completed and signed by the property owner and the owner of the billboard.
  • Copies of plot owner(s) identity card(s).
  • A Copy of plot ownership.
  • A Copy of the plot’s cadastral scan, with coordinates and the type of system used.
  • Coordinates of the proposed billboard location in WGS 84 System (angle, minutes, seconds), if it is a digital display screen.
  • Height of billboard from the ground and sea levels.
  • A blueprint approved and stamped by the project consultant in an A3 paper, specifying the height of the building and the height of the billboard from the ground level.

Note: Fees apply as per Ministerial Decree No. 50-2016.

  • A written letter addressed to Director of Airports Safety Department at CAA requesting approval with the following information:
    • Coordinates of the proposed location for the use of the crane in WGS 84 System (angle, minutes, seconds).
    • Height of the proposed area for the use of the crane from sea level.
    • Overall height of the crane from sea level.
    • The proposed date for starting and ending the use of the crane (day, month and year).
    • The proposed start and end time for the use of the crane, in case it is a mobile type.
    • A blueprint approved and stamped by the project consultant in an A3 paper, specifying the height of the crane from the ground and sea levels.

Note: Fees apply as per Ministerial Decree No. 50-2016.

  • A written letter addressed to Director of Airports Safety Department at CAA, requesting approval with the following information:
    • Coordinates of the proposed site in WGS 84 System (angle, minutes, seconds).
    • Height of the proposed tower from ground and sea levels.
    • Height of the proposed area from sea level.
  • Copy of plot ownership.
  • A Copy of the plot ’s cadastral scan, with the coordinates and the type of system used.
  • A Copy of the lease (in the case of leasing the plot).
  • A blueprint approved and stamped by the project consultant in an A3 paper, specifying the height of the tower from the sea and the ground levels.

Note: Fees apply as per Ministerial Decree No. 50- 2016.

  • A written letter addressed to Director of Airports Safety Department at CAA requesting approval of electricity line height with the following:
    • A table displaying the coordinates of the proposed location for each tower in WGS 84 System (angle, minutes, seconds), and the proposed height from ground level for each suggested structure.
    • A blueprint approved and stamped by the project consultant in an A3 paper, specifying the height of the structures from the sea level.

Note: Fees apply as per Ministerial Decree No. 50- 2016.

  • A written letter addressed to Director of Airports Safety Department at CAA, requesting approval of the height of the proposed factory or chimney, completed and signed by the plot owner, with the following information:
    • The coordinates of the proposed site in WGS 84 System (angle, minutes, seconds).
    • Height of the proposed area from sea level and) proposed angles of factory or chimney (.
  • Copy of plot ownership.
  • A Copy of the plot’s cadastral scan, with coordinates and the type of system used.
  • A Copy of the lease (in the case of leasing or investing the plot).
  • A factory-approved report showing emissions from the factory or chimney in normal working condition or in emergency.
  • A blueprint approved and stamped by the project consultant in an A3 paper, specifying the height of factory or chimney from the sea and ground levels.

  • A written letter addressed to Director of Airports Safety Department at CAA, requesting approval of laser light operation, with the following information:
    • The coordinates of the proposed site in WGS 84 System (angle, minutes, seconds).
    • The proposed start and end date of the use of the laser light (day, month and year).
    • Proposed time for laser operation.
    • Number of lasers devices.
    • Length of laser beam.
    • Proposed angle of laser operation.
    • Suggested directions for laser operation.
    • The proposed area height to operate the laser from sea level.
    • 24-hour telephone numbers for emergency situations if laser light is compromising the safety of air traffic.
  • Technical specifications of the proposed laser device.
  • Aerial image of the proposed site.

  • A written letter addressed to Director of Airports Safety Department at CAA, requesting approval of fireworks use, attached with the following information:
    • The coordinates of the proposed site in WGS 84 System (angle, minutes, seconds).
    • The proposed start and end date of the use of fireworks (day, month and year).
    • Suggested time for fireworks launches.
    • The height of the location proposed from sea level to launch the fireworks from.
    • Maximum altitude of fireworks from ground level. 
  • Aerial image of the proposed site.

Note: Fees apply as per Ministerial Decree No. 50-2016.

  • A written letter addressed to Director of Airports Safety Department at CAA, requesting approval for balloon launch, with the following information:
    • The coordinates of the proposed site in WGS 84 System (angle, minutes, seconds).
    • The height of the location proposed from sea level to launch the balloon from.
    • The proposed start and end date of the balloon use (day, month and year).
    • Suggested time for balloon launch.
    • The type of substance the balloon is filled with.
    • A diagram showing the length and width of the balloon if placed on the ground.
    • If the balloon is suspended by a rope, rope length from the ground level must be included in the letter.
    • 24-hour telephone numbers for emergency situations if the balloon is compromising the safety of air traffic.
  • Aerial image of the proposed site.

  • A written letter addressed to Director of Airports Safety Department at CAA, requesting approval for the height of kite events, with the following information:
    • The coordinates of the proposed site in WGS 84 System (angle, minutes, seconds).
    • The height of location proposed from sea level to launch the kites from.
    • The proposed start and end date of the event (day, month and year).
    • Proposed time for the event.
    • A diagram showing the length and width of kites.
    • The length of the rope used for the kite from ground level.
    • 24-hour telephone numbers for emergency situations if the kites are compromising the safety of air traffic.

  • A written letter addressed to Director of Airports Safety Department at CAA, requesting approval for the proposed event, with the following information:
    • The coordinates of the proposed site in WGS 84 System (angle, minutes, seconds).
    • The proposed start and end date of the event (day, month and year).
    • Proposed time for event.
    • The height of the theatre, lightings or any structure used in the event from ground level.
    • Technical specifications of lighting.
    • Declaring the use of fireworks, balloons, and/or aerial photography - if used, providing operation information is obligatory.
    • 24-hour telephone numbers for emergency situations if the events are compromising the safety of air traffic.
  • Aerial image of the proposed site.

Department of Human Resources (Training Section)

  • A training Application addressed to the Director of Human Resources in CAA requesting training, with the following:
    • A copy of the ID card.
    • A certified transcript of the subjects taken in college or university.
